    The U.S. Department of Health and Human Services (HHS) as received a 'high risk' designation from a key government watchdog group for its shortcomings not only during the COVID-19 pandemic but during previous crises that have struck the nation as well.  The Government Accountability Office (GAO) is a part of the routinely reviews and audits federal agencies. While reports for each agency are generally published on a two-year cycle, though in examples like the HHS' they will issue these types of warnings before the next report date. The report released last week points out a lack of leadership and lack of preparedness for Covid, the zika virus outbreak, natural disasters like hurricanes and other events that fall into the agency's responsibilities. Since the release of the report, Xavier Becerra, secretary of the HHS, has been under fire, though White House officials have stood by him - at least in public.     USA Swimming announced it will allow 'non-elite' athletes to compete in a way that is 'consistent with their gender identity' following Ivy League swimmer Lia Thomas' record-smashing run. The organization, which oversees more than 360,000 members, released a statement Thursday after the NCAA Board of Governors said they will update their guidelines to follow the wishes of each sport's governing body. 'USA Swimming firmly believes in inclusivity and the opportunity for all athletes to experience the sport of swimming in a manner consistent with their gender identity and expression,' the statement read. 'We also strongly believe in competitive equity, and, like many, are doing our best to learn and educate ourselves on the appropriate balance in this space.' The announcement did not make clear whether transgender swimmers like Thomas are considered elite.     In what could mark the end of a 36-year-old ban on new billboards across San Jose, new LED-illuminated billboards may soon be built along Highway 101 despite staunch opposition by residents. San Jose quietly unveiled plans this week to enter a lease agreement with the media company Clear Channel, allowing them to build two new electronic billboards — measuring 1,000 square feet in size — along Highway 101 on Mineta San Jose International Airport property. The release of the draft proposal comes just four months after a city survey revealed that nearly 93% of San Jose residents opposed allowing new digital billboards to be built along freeways in the city. Although the project is still under review and a public hearing has yet to be held, San Jose Airport Director John Aitken gave the project his initial blessing in February 2020 — more than 17 months ago, according to airport spokesperson Demetria Machado. CNN’s Dana Bash noted that then-candidate Biden vowed to hold Saudi leaders accountable for the murder of Khashoggi and asked why he is not taking action against the crown prince even after a U.S. intelligence report determined that he ordered the killing of Khashoggi in 2018. Psaki argued that the release of the intelligence report was part of the effort to hold Saudi officials accountable. She also pointed to new sanctions of other officials connected to the killing.
