    This horrific photo shows the bruises suffered by a six-year-old boy two months before he died after being 'abused and beaten to death' by his father and stepmother. The image was taken by Arthur Labinjo-Hughes' concerned grandmother in a desperate attempt to convince the authorities he was in danger.  Joanne Hughes told jurors how she called social services and offered to send the picture but they 'didn't want to see' it.     PORT ARTHUR, Texas (AP) — Port Arthur's mayor on Monday issued a mandatory evacuation order for the Southeast Texas city before Tropical Storm Laura — which forecasters say could strengthen to a Category 3 hurricane — makes landfall.
