    The House of Representatives on Wednesday night passed a bill to provide $28million in emergency funding to address the baby formula crisis after parents blasted President Joe Biden for taking too long to invoke the Defense Production Act. Republicans said the legislation was covering up for the administration's 'ineptitude' during the crisis and is only 'throwing money at the FDA' rather than fixing the problem.  The House passed two bills. The first was a measure approved on a 414-9 vote that will allow low-income women to purchase more baby formula through the federal Women, Infant and Children (WIC) program. The second, the Infant Formula Supplemental Appropriations Act of 2022, provides the funding as parents across America struggle to find supplies to feed their children and was passed on a 231-192 vote.     The Russian bombing of Ukraine's Azovstal steelworks could lead to 'dire consequences' with a climate threat which could see toxic chemicals being dumped into the Black and Mediterranean Seas. Vadym Boychenko, the Mayor of war-torn Mariupol, said that the shelling of the Azovstal iron and steel plant, which is holding tens of thousands of tons of concentrated hydrogen sulfide solution, could cause a catastrophic leak. This leak could cause a 'world-class environmental catastrophe' says Mr Boychenko, who said: 'The leak of this liquid will completely kill the flora and fauna of the Sea of Azov. Then dangerous substances can get into Black and Mediterranean Seas.'     Nestle is airlifting baby formula to the US from the Netherlands and Switzerland amid the crisis as the FDA orders Abbott Laboratories to overhaul its safety protocols before production can restart - a process that could take months. Abbott, the largest formula supplier in America, hasn't given a timeline for reopening and stockpiles have been found in migrant camps.  Nestle Switzerland, the owner of Gerber baby food, said it would airlift Gerber Good Start Extensive HA and Alfamino baby formula from its Netherland and Switzerland locations.  The company is prioritizing these formulas to help babies that are allergic to cow milk protein, a spokesperson told Bloomberg.  Nestle and Danone, another Swiss company, both said they were upping production, with Nestle saying its factories are running at capacity to offer more of its product at brick-and-mortar and online stores, as well as in hospitals, Bloomberg reported.     The troubled Michigan baby formula factory that shut down in February claims the Food and Drug Administration still hasn't given them the green light to restart operations, despite the agency saying it could be back up and running in two weeks.  Abbott Laboratories revealed Monday that it had entered into a consent decree with the FDA that creates a pathway to reopen the facility, however the timeline for operations remains unclear. ‘After FDA approval, Abbott could restart the site within two weeks; from the time of restart it would take six to eight weeks before product is available on shelves,' a company spokesperson told DailyMail.com on Monday. The federal regulator, during a media call Monday night, confirmed it has not yet given its approval, saying: 'We are negotiating with Abbott to get them up and running as soon as possible.'     New York City has launched its first food and climate dashboard! The New York City Mayor’s Office of Food Policy released its first dashboard that has information about the carbon footprint of the city’s food purchases. According to a study, global food systems are responsible for 25 to 42 percent of all greenhouse gas emissions. This dashboard completes the city’s commitment to transparency included in Executive Order 8: Commitment to Health and Nutrition: Food Standards and Good Food Purchasing. The city teamed up with American Express to map consumption-based emissions. The dashboard uses food purchase data from the 2019 Fiscal Year and will be uploaded annually. Dairy and ruminant meats came in the top spots for the emissions by food type data. Food-related emissions from dairy were 143,972 tons CO2e, while ruminant meats were 110,405 tons CO2e. In third place for most emissions was poultry with 25,716 tons CO2e, and next was grains with just 16,688 tons CO2e.
