    LATHROP (CBS13) — The city of Lathrop is building a police department from scratch, and it has turned to TV advertising to recruit officers. Raymond Bechler is the new police chief. “It’s huge. The community is loud and clear in what they want for their police department. Tthey want local control,” Chief Bechler said when asked about how important a local police department is to the city. For ten years, the city has been working on building its own police force, all while contracted San Joaquin County sheriff’s deputies have been protecting and serving the streets. Hillary MacKenzie knew the first board meeting of the new school year would be contentious. Holcomb Bus Company in Bellmawr, New Jersey has increased the starting pay to $22 per hour and is offering a $1,000 signing bonus.                         Surrounded by law enforcement officials and other members of the Legislature on Tuesday, Governor DeSantis announced the proposal of three new initiatives designed to recruit and retain law enforcement officers in Florida. The three proposed initiatives include, new officer signing bonuses of $5,000, the Academy Scholarship Program for the Florida Law Enforcement Academy, and out-of-state relocation support. A news release by the governor’s office highlighting Tuesday’s press conference, noted that these bonuses will be eligible to individuals with no prior employment in Florida as a sworn law enforcement officer, corrections officer or other institutional security officer – meaning out-of-state officers may be eligible for the new officer bonus. However, it also notes that the bonuses shall be paid back to the state if an officer who receives the bonus leaves their role prior to one year of continuous service. The Academy Scholarship Program will be established by the Florida Department of Education, which is intended to provide additional resources for enrollees in the Florida law enforcement academy program....

    Fast food franchises are doling out bigger bucks as they continue to battle with the government handouts to recruit workers. The combination of state and federal unemployment benefits have made it more attractive for some to stay on the sidelines during the pandemic, though the federal benefits are beginning to expire around the country. Until then, fast food franchises are pulling out of all of the stops to push a hiring frenzy in the industry. Axios reports that one McDonald's in Arlington, Virginia, is offering a $500 sign-on bonus for new employees.    Wendy's is offering $100 signing and referral bonuses to new hires, in addition to same-day pay.   Chipotle is increasing the pay of restaurant workers to an average of $15 an hour. Now they’re trying to find new ways to get people interested in policing while trying to keep the ones they already have. It’s the same story at metro and more rural police departments: retirements and transfer, plus record low applicant numbers mean a struggle to find staff. “It’s tough. It’s tough locally but it’s tough across the nation. We just don’t have that interest that we had years ago towards law enforcement,” said Chief Deputy Wayne Hudson, with the Douglas County Sheriff’s Office. Departments said they used to get dozens, if not hundreds of applicants. Many had college degrees.     A U.S. Army recruit from New Jersey said he was just trying to get back home when he hijacked a school bus carrying 18 children Thursday in South Carolina. Jovan Collazo, 23, left the base near Fort Jackson with a rifle, which did not have any ammunition and was trying to flag drivers on Interstate 77 before stopping the bus around 7 a.m., military officials said. The Richland County Sheriff Leon Lott held a press conference on the incident Thursday afternoon. “He told the bus driver he didn’t want to hurt anybody; he wanted him to drive him to the next town,” according to Lott and military officials. The unidentified bus driver "used his training to protect those children," Lott said before showing a clip of the incident.  Children on the bus used their cell phones to call and notify parents, Lott said.
