But the star’s two representatives — who are based in Europe and South America — are refusing to sign off the deal because of the way super-agent Jorge Mendes has become embroiled in the move.
Diaz’s advisors are adamant the deal will not be completed if Mendes plays any part in their player’s affairs.
Without their approval, the switch cannot be completed.
Tottenham are desperate to make Diaz, 25, their first signing of the transfer window.
He is one of Europe's most sought-after attackers, having scored 14 goals in 18 league appearances this season, while the Colombian finished joint-top scorer with Lionel Messi at last summer's Copa America.

The club are also in advanced talks with Fiorentina about a loan deal for Moroccan midfielder Sofyan Amrabat.
But their bid to land Adama Traore appears to be failing, with the Spaniard now set to return to Barcelona.
The Wolves winger has been in Barcelona all week, staying at his family home, hoping to seal a £29m dream move.
He is due to have a medical in Barcelona on Friday with a loan deal expected to be struck, including within it an obligation to buy.

Meanwhile, Tottenham are also eyeing Genk midfielder Kristian Thorstvedt - son of former Spurs keeper Erik.

Mundo Deportivo report that the Catalan club are meeting with Bayern to negotiate a transfer in the "next few days".
The Spanish giants are "clear that Lewandowski must lead the project for next season".
The striker's contract runs out in 2023, and Bayern may cash in on him this summer "if they can find a replacement".
